Start going to dog shows. There will be lots of breeders there, you can talk to them, get their business cards. Discuss with each one exactly what it is you want to purchase. Ask what kind of guarantee or warranty do they offer on their puppies? Will they be there to help you along or just sell you a dog and be done with you? Will they be willing to take the dog back anytime in it's lifetime if you are unable to keep it?
Added: I just checked out the web site that someone else suggested. They do not show their dogs, not one of their breeding females are champions, this is a 'breed for profit' breeder. Don't get a dog from them.
Also, be prepared for an ethical breeder to want to scrutinize you as well. We care about where our puppies/dogs are going and we want to try to make sure as well as we can that you will be offering the dog the kind of home, attention, care and love that we want for this dog.
You will not get any discount prices. You want a quality dog so be willing to pay for it.

I think your best bet would be to go to the Internet and look up Yorkie breeders, You can investigate their credentials that way and find out if they are a puppy mill or a backyard breeder. You can also check with the nice folks at AKC, I'm sure they would have reputable breeders listed.

Look on the Yorkie Club's website (the parent club) and look for breed mentors. Once you find a mentor then they will help you learn what you need to learn and help you find a good dog.
