I lived in the French countryside for 5 years (where noone spoke English) and I never had a single person be rude to me.
Frankly, at a certain point, I quit speaking English when I went into Paris; because American tourists are among the very least cordial in the world and I didn't want to be associated with them. I LOVE America and I'm proud to be American... but let's face it: the loud speech, and the idea that we "own" anyone we are paying for a service or the assumption that everyone on earth should speak English when we travel in THEIR country... well it makes us less charming than we could be.
Additionally, it's important to take people's cultures in their proper context: most Europeans don't start chatting up complete strangers. It isn't personal: they wouldnt be talking to you if you were from their country either.
Go visit France, visit areas off the beaten path, be gracious and the French will be kind to you. A smile and a kind word go a long way when you are a guest, trust me.

Visit Canada! There are plenty of cities to choose from although Montreal and Quebec City are the two most well-known. Both of these cities have good French universities if you want to study there. As an added bonus, French Canadians are very friendly and helpful.
Remember though, if you make a mistake and someone laughs at you, don't take it personally, just laugh along with them.

There is, actually. It's the country where I was born and brought up till I was 2. It's called Togo. It's in West Africa. When I went back to that country when I was 15 after learning French for around 4 years, they all were very, very flattered when I attempted to converse in French. They even corrected my mistakes. Plus, it got me free dinner in the best pizza place in the world over there... It's called Greenfields. I still go there twice a year just for that pizza... mmmmm...

French people are only arrogant in the big tourist cities. They're sick of Americans or British people coming there and thinking they know how to speak it. If you go to any of the lesser known cities, they'll be nice to you. Personally, I would like Canada, but there are a lot of places in France, Africa, or the Caribbean to choose from.
