Thanks for those who've answered already! Some more info:
--I've had her for about 6 months (so she should be well adjusted, by now :)
--She's a tortie, about 1 1/2 yrs old

Cats communicate with each other mainly through smell and body language. Vocalisation is reserved for humans, because we don't understand their language. Once they realise it's an effective method of getting our attention, they will meow or cry whenever they want something.
Is she crying at particular times? Usually it's because they want feeding, affection or to go outside and they often learn to use a particular meow for a specific requirement. Do you spend quality time playing or cuddling with her each day? If she's a shy or timid cat, she might just need a lot of reassurance from you. If they are feeling unwell, they will sometimes cry to let you know there is a problem. If you believe that she is simply crying all the time for attention, then the way to discourage the habit is by ignoring it as best you can. (Responding to her cries is rewarding the behaviour). Once she realises that this is no longer a successful way of getting your attention, she may quieten down.
Like people, some cats are naturally quiet, whilst others don't know when to stop talking. Yours may just be a little chatterbox.

You can train a cat to respond to whatever commands you want (like quiet) by the use of a clicker and a food reward. The clicker provides an audio signal that the cat has done the desired behavior, but you must reward immediately.
To start, wait until she's meowing and hold up a piece of something she really likes to eat. Don't give that to her until she stops speaking and be sure to operate the clicker before giving her the nummie. Whenever she meows, repeat. It doesn't take long. She'll associate being quiet with getting a snack.
It helps to give the cat a verbal command to associate with this training as well. Telling her quiet or no, waiting for her to stop, using the clicker and giving her the reward is pretty much how professional animal trainers get cat and dog actors to perform on cue. You'll have to be consistent with this training and carry around treats for a while to reinforce the behavior.

Any chance theirs a bitta siamese in her?
Im in the exact same boat as you, I got a cat from a shelter, a b+w kitten, and she roars the house down and she never shuts up, I was talking to a woman recently who runs a cattery and she took one look at the cat and said she had a bitta siamese in her because of her cry and her sleeky coat (even tho she hasent got short hair). If she is siamese theirs nothing you can do to stop the crying, mine doing it right now so gotta go and deal with her!

My guess is that your cat might be part Siamese and if she is being vocal goes with the breed. One thing is to remain calm and don't react to her when she's being vocal. I know that's easier said than done but animals interpret our excited vocalizations as joining them and as rewards. Pet and pay attention to her only when she's calm and quiet. But, if she is part Siamese, realize that you will have to get used to a certain amount of vocalizations as it's part of the breed's nature.

Give her time to get use to her surroundings. Maybe the person she lived with before wouldn't take care of her unless she complained. Maybe she is just insecure and wants you to know she is there. Just love her and she will eventually calm her talking down.

She maybe bored. My cat does that when he is very bored. He will walk around and meow and wimper till you give him attention. Play with her when she does this and maybe she will stop.
