I used to get them often...here's what I know about them and how to cure them:
Shin splints are, essentially, the front side of your calf muscles. Comparatively speaking, they are much smaller. (I mean, how often do you see people with front calf muscles as big as the back ones?!). Knowing this, we can deduce that the front muscles are not as strong since they are not as developed.
There really is not a way to stretch them out, per se. By strengthening them, you can eliminate the pain and reduce the occurrances of discomfort.

You can run or walk backwards to get rid of them. Yes, it's just that simple. It worked for me. You'll want to walk or jog 1/4 of a mile or so before every workout. Over time, you will notice a difference in the way your legs feel post-workout. Since there are no weights involved, you don't have to worry about those muscles getting huge.

You can strengthen and stretch your shins.

An exercise to strengthen your shins is:

put ankle weights around your feet, slowly lift your toes, keep the rest of your body stable, you can begin without weights until you build up strength.

dangle your feet over the arm of a couch or chair and hang something heavy from your feet so it pulls your toes towards the ground. That's the best way to stretch them out. I don't think there's any permanent way to get rid of them without having surgery.
