if the monk has received the Sacrament of Holy Orders, then yes he can celebrate mass.

A monk is a member of a Monastery, that is generally closed, and along with the other members of the Monastery, spend much of their time in prayer, meditation, and reflection. In many of these monasteries, a few of the members receive the Sacrament of Holy Orders and enter the priesthood, and thus can perform Holy Mass, usually for the benefit of their brother monks in the monastery.

A monk can be contrasted with a Man Religious, who belongs to a Men's Religious Community or Religious Order. Men Religious do apostolic work, such as ministry to the poor, the sick, the imprisoned; they are often teachers and counselors; they give spiritual retreats. A man religious can remain a brother, or can go on to become a priest. Many men religious who are also priests often staff local parishes, with the permission of the Father Superior of their community, and with a special request from the local bishop.

If the monk in question is an ordained clergyman, then yes, he can perform a Mass. If the monk is a lay Catholic, then no, he cannot perform the Catholic Mass.

A monk, or friar, is a man who belongs to one of the monastic orders in the Church, such as Basilians, Benedictines, Cistercians and Carthusians.

A monk can be a religious brother or an priest. Both take vows of celibacy, poverty, and obedience but only priests are ordained.

If the monk is an ordained priest then he can celebrate a Mass.

That depends on whether or not he is also Ordained to the Priesthood. Many monks are...many are not. Only Priests celebrate the Mass.
