I'm talking about the flimsy paper ones that children sometimes use for cutting and decorating or that are sometimes put into baskets for more durability when eating on them.
I'm sure if you only ate a sandwich on the plate it would be but say you ate something messy like pasta with marinara sauce or ice cream.

Seems like it would be fine, but at least in the Portland OR
metro area, they specifically state that we shouldn't
recycle any paper which has been in contact with food.
It's problably because of the "messy" things you suggested
like pasta, sauses, cheese and oil, but they make a
blanket prohibition.

why would food make any difference to biodegradable? When it gets to the landfill it's going to be covered in a lot worse then food.

food does not equal non-biodegradable

Sure. If all the paper had to be totally clean to recycle we couldn't do it at all.
