Can you only do this in photoshop?? or is there another program I can use?

Select only the part that you want to remain colored. You may want to feather a tiny bit. I almost always feather selections at least some.

Invert the selection so that now everything else except what you want to remain colored is selected.

Choose Image | Adjust | Hue/saturation and set the saturation to zero

Deselect and save with a new name

I've done this before. The way I did it was that I changed it to a black and white photo with a picture program, like adobe picture maker. And then..I loaded it into a basic paint program and loaded the original color picture as well. Then I cut the part out of the color pic that I wanted...and pasted it on the black and white picture. This is by far the easiest way to do it.
