I know that cops don't file the charges, but do they have to inform you when files get charged against you. Or would they say nothing and just put a warrant out for you and wait till you get caught?

Depends. If someone is being cooperative I usually call them and tell them I have a warrant for them and set up an appointment with them to turn themselves in. If I think they may flee, hide from me, or are being difficult then I'll go get the warrant and serve it on them without warning.

Edit: Strange. I just read that I don't bring charges against people. In my many years as a law enforcement officer I have in fact taken out warrants on a lot of people.

You are correct that the cops do not file the charges. A lot of the time, cops are unaware of when the charges are actually filed. Most of the time the cops forward their reports to the city/county attorney who make the charging decisions from there. To answer your question, neither the cops nor the charging attorney has to inform you of charges. The city/county attorney can charge you either by complaint (with a court date) or by warrant, which you find out about when the cops come to pick you up.

It really depends on the situation. A number of factors are taken into consideration as to which method they will use to charge you: such as severity of the crime, permenance of address, criminal history, etc. Most of the time the cops will give citations for the minor stuff and the city/county attorneys will file everything by complaint with a court date to report. But it does alsohappen by warrant too.

Usually, you're sent a letter telling you to report to the police station by such and such a date. Failure to report, they will tell you, will result in a police officer serving you with the warrant for your arrest at your home or your place of employment. If that happens, the police will arrest you and take you to the station for processing.

If you voluntarily go to the police station, they will still arrest you and process the arrest. But it saves you embarrassment and shows your good faith to handle the situation. It gives you a better chance of being released without bail.

The cops, if they don't arrest you on the spot, will refer the case to the prosecuting attorney. Although the prosecutor can issue a warrant, they rarely do. Usually they will just issue you a summons ordering you into court.

NOTE: The police don't put out a warrant either. The court issues a warrant and the police enforce it.
