First: Humans are animals too.
I think it would be pretty hard for another species to become smarter than humans at this moment, because it takes a few million years, and -if humans are existant- they won't come by unnoticed by humans. So, for another species to become smarter than humans humans would have to die out. That of course can (and will) happen someday, but nobody knows when (between now and 6 billion years, at least on Earth).
On other planets (outside our solar system) there probably are animals that are smarter than us right now (but the chances that we will ever know them are not that great).

It's possible. If increased intelligence favoured survival of a species then with time that species could evolve more intelligent. At the same time there would have to be no environmental pressure for humans to become more intelligent, or, to speed things up, environmental pressure that makes stupidity a survival trait. (Actually there's probably a good case for that)
next part of the question - "and if so when?" Well, as you know, in evolutionary terms we have to be tens of thousands of years before any convergance became apparant, hundreds of thousands even.

Most animals are smarter than people now. You don't see them destroying the planet like we are. You do not see them indulge in drugs, food and drink the way we do. You don't see evil in animals, you can find plenty of it people. Are they smarter, oh yes...and then some.

I think there are already a lot of animals that are smarter than we are. We just don't know it because we don't speak the same language.

in approximately 8 days dolphins will be smarter than humans and will prepare to conquer the world.
They will learn to speak Russian and construct weapons of mass destruction greater than those created by Kim Jong Il.

yes they will be. humans have become complacent, we are like the rabbit in the race, slowly some animals( chimps and cows are the ones to watch out) are getting ahead in the race, it will take a few centuries.

Their Human brothers kill theiir own kind and other kinds in greed and for sport.
