Youve got spyware and plenty of it by the sounds of things.
Here is my line up of defence :
AVG 7.5 Free

Lavasoft adaware SE Personal
http://www.softpedia.com/get/Internet/Po...
Spybot Search & Destroy
http://www.download.com/3000-8022_4-1040...
Spywareblaster
http://www.download.com/SpywareBlaster/3...
Zonealarm firewall :

The Zonealarm firewall is particularly important with Win2k.
Download and Install these, and it should get rid of any nasties you may have.

The program that is coming up is adware/spyware. You need to obtain an adware program like AdAware, and run it, as well as a spyware removal program like 'Spybot'. If you can't get on the net on your comuter to do this, see if you can borrow a friend's, go to www.majorgeeks.com, and download those programs to a USB/flash drive or something similar, the install and run them on your computer before getting on the Internet again. Also, whatever you do, DO NOT EVEN attempt to access the Internet unless you have a good antivirus program installed and running. If you do, you are just asking for trouble. I know - had a friend who got on the net without antivirus, and within 15 minutes, he had 6 trojans, and multiple other viruses.

What you have is commonly called a "browser hijacker". It is a malecious software which redirects your web broswer to only to the one web site. If you read the site, you will find that the are offering to sell you the "fix" to the problem that they themselves created. It is extortion, and they should be arrested as criminals. (OK, I will get off my sop box now)
Since you can not get to the Internet, have a friend go to http://download.com and get a free program called Spybot Seek&Destroy. (Ad-aware is another excellent program, but they had started to charge a small fee.) They can save it to their computer and then copy it to a CD, thumb drive, etc. so that you can take and install it on your PC.
Run the program and it should clean the hi-jacker off your PC so that you can use it again.

Try doing this:
1. Setup antivirus.
2. Setup Ad-aware to block spyware.
3. Setup ZoneAlarm firewall.
This will make your internet experience much more secure, and a lot less likely to get hacked/powned/duped.

Sounds like a pop-up spyware program. Disable pop-up under preferences and it should go away.
