Qualifications is basically having a LOT of money. You contact the city clerk and your state alcohol board for the forms you need for whatever type license you need. You fill out the forms, send the board a ton of money, they give you some crap and then your license AND a copy goes to city hall. The at the next monthly council meeting the members can approve or nix it. Even though you've paid the liquor board! If approved, you then need to fork over more dough for liquor liability insurance, and dram shop insurance. Fun!
I had a class C license. It was $800 a year, non-transferable, and the insurances were around $2000 a year. That was for beer, wine, and liquor. But no Sunday sales. And I couldn't serve off-premise.
And the people at the liquor board have NO sense of humor. Don't try to joke about anything when you call.

Liquor license allows you to sell Liquor. If you are planning to have a Bar attached, that costs extra in India. The license usually goes on an auction and so there's no fixed price for the license. If it's a major location then it can cost you lots and lots of money. I don't think you can have the shop anywhere in the town. The Government sets the store location and see if the local public does NOT oppose to the new Liquor Store. if there's no Objection, then they have the Auction for the area.

From what I'm told, Liquor Licenses are very hard to come by, especially in USA. The best way to obtain one is to buy/ lease a place that comes with one already.

Are you talking about getting a license to produce distilled spirits?
Or, are you talking about getting a license so you can open a bar, etc. and sell alcohol.
In either case, you need to start by talking with you state's alcohol beverage division (or whatever they call it.)
