I mean not your average Christian but one who seem to radiate truth that he or she was so captivating.

I do understand your question and I have talked to people who do radiate that they are telling the truth. However how did you come up with this definition of an angel?
From all my studies in the Bible I find that an angel is a messenger and if it is an angel of God in the Bible words, such is stated. Now suppose the Devil sends you a messenger. Will he also radiate the truth as you stated in your words?
Yes I assume you are talking of Angels of God and/or Angelic entities. If so I do not know if I have ever entertained any my friend.

I've met people who radiated truth, but don't know if any of them were christian or not.
