can i watch tv with any tv tuner card in free(without cable wire) on my pc and laptop.

It's a card or USB unit that lets you watch TV on your computer. It has a plug for the cable to plug in to get tv or you can pick up analog channels in the air much like your tv at home could with an antenna. Analog tv is being discontinued though. I believe in Feb. of 2009 you'll no longer be able to get analog tv signals so you'd have to have a digital signal such as cable from the cable company.

A TV tuner card is just a TV tuner that is installed in a slot on a PC which lets you use your computer just like a TV or DVR. If you can get a free signal on a TV, you can do the same with one of these cards.

For a laptop you would need a similar device called a USB TV tuner. This does the same job as as the card, it just plugs into a USB port.

You need to specify where you want to use the device. The TV system/standards in India are completely different than in the US. The first answer you got assumes that you are going to use the tuner in the US (an also contains factual errors).
