No, but would you rather there be sales tax? Probably there's no sale tax so that Oregon can get the sales from the neighboring states where there is sales tax, California and Washington for example.

Oregon was not a very populated state in the 30's. The state had income from the timber industry, so the income tax and excise tax were enough for the State. You can see the State does not provide as much service as in CA.

There are a few other states do not have sales tax.

State legislatures decide how to fund the state government and its projects. Most state legislatures decided to have a sales tax. Alaska, Delaware, Montana, New Hampshire, and Oregon didn't.

I suspect that the State Legislature is no fan of regressive taxes. Smart folks, IMHO.
