It is found twice in the Bible that I know of, First in the Old Testament , Leviticus 19:18 and then again in the New Testament in Luke 10:27.
Loving your neighbor as you love yourself, can be tough, especially when they have teen-agers that like to play loud music late at night.

In the law, where it is identified by Christ as being one of the two great commandments.
And the lesson they were to learn is that they did not have this level of love; they could not produce it by themselves.
Now. look at the examples found in Mt. 19 and Lk. 10:25
Our late fearless leader constantly pointed to Mt 19 as proof of keeping the ten, yet the conclusion of the matter shows that it was not true. But the conclusion in Lk. 10:25 is a definite statement by Christ, who knew the people were also incapable of having this level of love. But when one has the Holy Spirit of Love, then this becomes true for that one.
And the ten? They are fulfilled through love, and not be "keeping" them or complying with them, despite the heart.
