he's 18 , has his license from school drivers ed

At 18, he is not underage, he is an adult. If by "license from driver's ed" you mean he has his learner's permit then he won't be driving without an adult in the car, and only driving for practice, so he doesn't need to be on your policy yet, and yes, he's covered. Once he gets his full license and can drive unsupervised, then he will have to added to your policy as a secondary driver to be covered. That's assuming he lives at your address of course.

Check with your insurance carrier. I see the answer here (from knowlegeable people) that persons with learner permits are covered by the insureds policy. I have State Farm and no one under 25 is covered unless they are noted on my policy (including family members) Checking is cheaper than finding out later.

When you say "underage", do you mean too young to be driving a car? If that's what you mean, you have a big issue on your hands.

And to answer your question, anyone not insured on your policy is not covered if they drive your car.

If he doesn't have a license no he's not. If he drives your car without permission then he is criminally negligent and could be arrested. If you give him permission then you would both be guilty of the same.

Does he have his own insurance? If he has full coverage and you have full coverage I think you'll be ok.
