Squats and lunges with just your bodyweight. Have a qualified trainer show you how to do these properly (doing them improperly can cause problems in the future for you).

Wall sits are good. Lean against a wall with your feet in front of you and then lower yourself like you are sitting in a chair so that your knees are at a 90 degree angle. Hold it as long as you can. Also, you can do squats standing still or while walking. Check out the link below for pics of some of these exercises.

Do plyometrics. Its a group of exercises to strengthen legs, make you faster and more agile. Also, ride a bike around the neighborhood. Hopefully there are some hills around there.

For a 13 yo the best thing that you could possibly do to get your legs in shape would be riding a bicycle. Everywhere. Including just around the neighborhood. Ride, ride, ride.

Watch out for cars and pedestrians please.

try slow running, although it is cardio the impact still increases leg strenth.

Bodyweight squats, and lunges are also effective - these have no/little cardio involvement.
