Blessing a photograph would make it a sacramental.

Then taking the five loaves and the two fish, and looking up to heaven, he said the blessing over them, broke them, and gave them to the disciples to set before the crowd. (Luke 9:16)

Sacramentals are sacred signs that help us live holy lives. Although they do not produce sanctifying grace

Sacramentals include blessings of persons, meals, objects (including water), and places.

The priest blesses the congregation during Mass.

Christians bless their meals. "Bless us O Lord and these thy gifts, ..."

Priests bless water, animals, ships, homes, and even automobiles. "God bless this home and all those who enter here."

The McCanns are devout Catholic Christians. To meet the Pope and have him bless the photograph of their daughter Madeline is a great honour for them. The Pope is the spiritual and religious leader of the Catholic Church, God's representative, if you will, so by blessing the photograph it is a sign of God's blessing upon Madeline. Also, at one point I believe a butterfly landed on Kate, to some this was significant.

Yes, according to the retardation theory, anything and/or everything has the ability to do something because they think that it is either of a laughing matter and/or capable of making some one a little bit more retardeder.
Although i cannot give you a full answer because of my lack of knowledge of what the fudgitis you are talking about, the retardation theory also states that anything, regardless of arrangement, does not have to concur with any such matter.

It would mean a sinful man that must t rust in Jesus to get to heaven gave HIS blessing on a picture. Might as well have Barney the dinosaur bless it.
