I can only find 3 references to the cemetery online and no directions.

I believe it's a Marine Cemetery but I'm looking for the grave site of a man that was buried there in the 1940s... he was in the Army.

Or what military installation could I turn to to inquire about it?

If I remember right, it just north of Naha. To get accurate information go to any Marine Camp and go to the Public Information Office. If you are stateside check with the VFW or the VA.

There is no military cemetery on Okinawa. There is a small "foreigners" cemetery north of Naha in the Makiminato area. But, the only military remains there are sailors from Commodore Perry's Squadron back in the 1800s.
Those Americans who fell in battle during the April-July 1945 battle were disintered and buried elsewhere. The link below is for the American Battle Monuments Commission. It's the agency which manages all overseas cemeteries and resting places of U.S. personnel who died there. It has a search function available on the site.

My dad lived in the military base in Okinawa for 4 years and absolutely loved it. He talks all the time about us taking a family vacation there. He said that being on the base, you didn't really have to adapt that much to a new culture, though prepare to drive very, very slowly. He always tells us how beautiful the beach was, and how clear the water was. He was very, very happy there. I hope you and your husband have a wonderful time if you do decide to move there. I've only heard wonderful things.
