Weatherwise, Nov.-Mar. is good time, not hot and a minimal amount of rain. Christmas is a very good time, but airfares and hotels will be more expensive then. Airfares are usually the cheapest from Oct-May, except for the time around Chinese New Year and the Christmas-New Year period. Summertime is very hot and humid as well as the typhoon season. Also, late Oct.-mid Nov. is a period when hotel prices will be high because of conventions.

October, November and December are the best times in my opinion. The weather is usually great then and it's great to see all the Christmas decorations going up!
Around July and August is typhoon season and if you get a high-level typhoon warning, it can be quite daunting to see the shops and banks taping up their windows and closing early as a precaution! If that happens, there's not much to do until the typhoon level goes down (exciting though!)

Its always a good time!
The temperature and humidity is the key, so October to February are the nicer months.
