I'm going by the wikipedia definition of:
Civil engineering is a professional engineering discipline that deals with the design and construction of the physical and natural built environment, including works such as bridges, roads, canals, dams and buildings.

My first thought would be to work with water control in low income areas. There is a local low income mobile home park that gets flooded in heavy rains, maybe a civil engineer could help?

Help local or state parks redesign and rebuild trails and such, to minimize damage and erosion?

Planning how to fix worn out public places?

My Church is building on, the Architect donated his time to come down and give some free advice on the best way to procede. It saved the Church a lot of money that can be used for the building project, I am sure there are charitable organizations out there who could use your skills. Contact Samaritans Purse, they could probably give you some names.
