Do you maybe mean Chip Beef in northern USA? It's actually dried beef that's been cured so you might think it's raw, but it's been cured in the smoking process. I don't remember what process(es) they use to cure it, but I happen to like it as Chipped Beef on Toast or in an appetizer cheese recipe I have. The chip beef is very salty from how it's cured so I normally rinse it under warm water like the packaging suggests. Basically the Chipped Beef on Toast came around during either World War I or II when the Allied soldiers got some canned/cured beef and made a white sauce then ate it on bread or toast. That's also where the name Sh-- on a Shingle came from. And it's way better than Spam!

it looks like you are describing steak tartar...

it's a mound of finely chopped raw beef, with a raw egg yolk on top. seasons and spices, capers and onions, on the side...

in the selection of meat, please visit a trusted butcher and make sure you get top grade lean meat, otherwise you can get very sick.
