People vote for a prime minister, and his cabinet, which are the Parliamentarians. So the popular vote goes to a party, with its already announced PM candidate and his possible parliamentarian candidates. The party with the majority has the PM. The rest sends parliamentarians. There is a percentage of votes you have to have to send parliamentarians. If you pass that bridge, your party is represented in the parliament.
The same thing happens in the local elections. People vote for candidates for offices (mayors, local parliamentarians). The only one we don't vote for is the governor. He is appointed not elected. But his parliamentarians are elected.
