Sometimes people leave pennies cause they don't want the pennies so its a excuse to "get rid of the pennies" lol
Most times its not meant to be considered as a tip but letting someone else have your pennies if they want it. (since there are people who SAVE pennies)

I always heard that leaving pennies means it was bad service. I've gotten pennies before, but mixed in with a lot of other change. I could always tell if people were going to leave small tips or no tips. I always tried to give the best service I could back when I was a waiter. Sometimes I just got bad customers who weren't satisfied with anything. If leaving 2 pennies means good service this is the first I've ever heard of it...but then again, I don't know everything. She may be right.
If you're a waitress I have the utmost respect for you and that line of work...I did it for a long time so I know what you go through...somedays it can be the best job in the world...others...I need go no further...

I have heard that leaving a penny as a tip is a sign that you are dissatisfied with the service. But I guess if you're tipping a few dollars and a couple pennies, the person might just think it's weird.

LOL No, not as something they would make a point to do. Of course, if the dinner is $17.98, I've gotten 2 dollars and 2 pennies for tip before.
I know of someone who will leave (only) two pennies as a tip, on purpose, if the service was really bad. It's like a statement to keep the server from thinking either you just don't tip or your forgot or something, to say "this is what you get for your lousy service."
I've done it once.

Most people actually consider this an insult, especially nowadays when 2 cents doesn't buy anything. If you were in NYC and did this, you might actually get physically thrown out of the restaurant!
And if you're giving someone your 2 cents, trust me, that usually isn't worth much, either! ;-)

That is weird. The rule is never tip with coins that have touched your hand.
