Make simple fun fair type games:
** Take 2-liter bottles (full or with some liquid in it for stability) and "ring" them with plasitc plates with the centers cut out.
** Drop clothespins into a milk bottle from over the back of a chair.
** Cut out holes in a large cardboard box and have the kids toss beanbags or plastic balls into them.
** Bozo buckets
Decorate cupcakes to pass the time away. Have them decorate large, plain lunchbags to take home all of their goodies (prizes can just be candy or little toys).

Hot potato is a good one for that age. Have little prizes on hand for them. You could also do a craft of some sort.
If you go to a big craft store like AC Moore or a party store you could pick up pirate eye patches and bandanas, maybe little pirate tatoos, and you could get little wooden or cardboard "treasure chests" for about a dollar each at the craft store and let the kids decorate them. I did this type of thing for my son's fifth bday party and it was great. They played Limbo, and I even fashioned a plank out of an old 2x4 board and had them "walk the plank". After they all finished each activity or game, they got a piece of a treasure map that I had made and then cut up. The final piece revealed where the treasure was which was in the bathtub. When they all ran up to get it, it was a treasure chest shaped pinata. I am brave and let them hit the pinata indoors (no blindfolds) but they also have the string kind available. That was a perfect party ender, they all got their goody bags straight from the pinata and also got to take home the treasure chests they decorated and the eye patches and bandanas. Honestly, that was a bit of work but the best party ever.

The oldies but goodies...
Pin the tale on the donkey..
ring around the rosies.. if you have te room...
Also.. You might could have a picture of something like Dora... or Diago...
Give the kids paper and markers. have them copy the pic.
The best remake wins a prize.
Hot Potatoe... This is always fun and doesnt take up alot of room.
I know it might be a little messy,,, but at my last Kids party I bought a bunch of really cheap arts/crafts stuff and gave the kids little styrophome balls and let them decorate them for the Christmas tree... It was so fun and cost almost nothing.

If it rains you could do a scavenger hunt for little prizes. Make a map of clues and have them follow the map.
Play simon says
put a golf ball on a spoon and have them carry it from the start point to finish point. Who ever carrys it with out dropping it gets a prize.

Let them race across the room with a potato between their knees. Let them hold a clothes pin in their mouth and try and drop it in a jar on the floor. Are 7 year olds coordinated enough to pass life savers with a toothpick held in their teeth?

Well My daughter will be 5 but she is more of the rough housing boy type of kid. You can play who stole the cookie from the cookie jar? Thats always fun... it gets the kids thinking... its exciting and best of all! No running or wrestling so no broken furnishings. Also kids love to play act so charades would be fun... have them pretend to play there fave musical instrument, or sport or there fave action hero. Hope that helps.

u could play pin the tail on the donkey, hold a treasure hunt, bake cookies or something with the kids, and maybe play hide and seek. u could also buy board games like monopoly junior. that keeps kids entertained.

make a giant cut out of him, and play 'pin the hand on the birthday boy'
bake some cookies and get lots of different colors of frosting, then let them deecorate
blow up lots of balloons and have teems try to pop as many as they can by sitting on them before time runs out

you can get some rocks or beads from the dollar store. get small bathroom cups. have all children sit in a circle take of a shoe and a sock and see who can be the fastest at picking up seven of these items w/their toes and putting them in a cup.
