TEK--Most of these examples are of whales that had only leg bones, but there were some that included feet with complete digits. It was reported recently that whales and hippos were distantly related.

Because they have evolved from land animals.
Seals & penguins are other examples of adaptation.

Because of one of two things that I can think of: (1) They had ancestors that were land animals, or (2), perhaps they are designed to be able to adapt to land should their species' survival depend on it.

Also, if you could cite one verse of the Sacred Scriptures which would contradict either of these theories, I would appreciate it.

No, you can find skeletons which had pelvic digits. We have tail bones. No biggie.
