Yes, the South Street Seaport is practically right under the Brooklyn Bridge. It is a great view looking over into Brooklyn from the seaport, especially at night.

Yes, you can see the Brooklyn Bridge from the South Sea seaport, and as a native NY'er, I urge you to walk it's length (during fair weather) to ingest the majesty of the city. On the Brooklyn-side you can walk to the Promenade Deck, Downtown Brooklyn, Brooklyn Heights and Historic Cobble Hill. If you are walking towards the NY (Manhattan) side, then you will enjoy city hall, wall street, battery park and China town. New York is a walking city, not one to be passed by via car. Get your walking shoes and visit a great American treasure.

I would go to the South Street Seaport and look at the bridge from there. Its a pretty view. I dont think I would bother walking across it unless I had a specific destination on the other side.

It takes about 20 minutes to cross the bridge, walking briskly, so it will take more if you move slowly or pause for pictures. there are subway stations near each end (and there's also Grimaldi's pizza, a local institution, near the Brooklyn end).
