Not unless you do it on the down low. Health code regulations require that, all food sold and consumed by the public, must be prepared in an approved commercial kitchen. The Health Department has to sign off on it. This means you've met all the Health Dept criteria to pass. One of the only exceptions is a Farmers Market. One CAN make homemade goods, such as pies, jams & jellies, homemade breads etc. and sell them from a booth at your local Farmers Market.

Only if your home is certified by the local health department. Including food source, storage, preparation & transportation to the restaurant.

I'm not sure what other states laws are but in Iowa you have to be inspected by the state to beable to prepare and sell food whether you make it in your home and take it to a place of business or make it at that business.
