Can I use an up convert dvd player with my standard (not high def) television?

There is no point. Your SD TV can't accept anything higher, so you will have to use the player in 480i mode.
If in the future you buy an HDTV, then the TV can itself upconvert as well. So, buy the cheapest DVD player with component out!
