I agree with those who say let him have his fun.

If he gets a doctor, they will probably tell you he has some sort of condition and give him so drugs to calm him down, then you would have a boring Grandfather.

But hey, if you don't want him, I will trade you my grandfather, having Gandalf as a Grandfather would be amazing, I'll take him out to but him a staff and robe to go along with his persona

From reading your questions, I must assume that he just is trying to join into the games you are playing.
You are very young, and really don't need this responsibility.
Why are his children not taking care of him?
All that is not helping you however. So my thinking would be for you to first talk with the other family members, if no help is offered, then contact the appropriate agency where you are located, and they will have information, as to how this may be resolved.
You are truly a great grandson, but this responsibility is much to heavy, but you were a Seal, and they believe that they can do the impossible. Hope this helps.

The poor guy is 86. Let him play and play along with him. He's probably got dementia, and can't help it. If your family was to send him to the Dr.'s , they would end up putting him on some meds that leave him like a vegetable staring into space. Do you want that? Man, I sometimes wish I was a kid again in my wonder woman costum too. Damn.

Thank you for posting this... I had a good laugh, and really needed to read something funny. On a serious note, your grandfather sounds like a real character and he does not have much longer to ,live. When he is gone those memories will stay with you forever.
God bless him.
