If someone had a license for 10 years with a perfect driving record, Then does not drive for 4 years and gets Social Security Disability for Anxiety and depression can they reapply for a New York state drivers license????

sure why not i am disabled with major depression/anxiety/panic disorder and i have a license and i drive. as for Nissan master techs comment i just wish that you could have this to see how devastating it can be. it is not that easy to just go do something. if you can just get out of bed in the morning that is a major accomplishment. you should try walking in someones else's shoes. if you do have this be glad that you can work as a lot who do have it cannot work even simple things like household chores are next to impossible

First I live in california so i'm not familiar with new york, but in california dmv doesn't consult with social security, the issue is this person ok to drive unless a doctor has advise dmv of a concern they'll be treated like anyone else, however i suspect if you need to ask you probably shouldn't be driving.

Better ask your doctor if the medication you are on will affect your reactions and judgement while driving. It could be worse than driving under the inflluence,(alcohol) Just being on disability should not affect your ability to get a license but your physical and mental state, medication, could .

I don't see any reason why not, unless a doctor has reported a blackout or collapse to DMV, as he is required.
In Caifornia, they issue licenses to the insane and the retarded, so I don't see why depression should be anywhere near as bad.
