My friend told me that it is. But, let's say you have a co-worker that you worked with for a long time who is a great reference but they move to another town. Or, let's say YOU move to another town, what then?

No, it is not fraud. Employment references are supposed to be people who can verify your work ethic and abilities. If you were a life-long resident of Alaska and you moved to Oregon, how would you answer that?

There is no fraud involved in giving honest references to the employer, unless you know that the references can't be reached. Using deceased or imaginary people, for example there.

Some may say it is not recommended, but that is a rather antiquated approach to this newer, more "connected" world we live in.

As a HR/Personnel Manager, I'd much rather get glowing recommendations from previous co-workers that were real and genuine, instead of a recommendation from a person you barely met.

No, it's not fraud. Fraud implies that you are stating something a lie as though it's the truth for personal gain. It would only be fraud if you gave false references for jobs you never worked for.

It is beneficial to have references that are close to where you live. It's easier to verify these references and they'll be aware of working conditions and trends where you live. But everyone moves and any good reference is better than none at all.

Duh. You're right. How else can you apply for work if you've moved to a new area and they want references? Your friend is very confused.
