long story short my dogs vet said i should get this male stray cat to get used to humans if i want to take him to a shelter to get adopted(no kill). Now im only 14, and i already have a dog so i dont think it will work. I just the stray right now and when i went to say hi too him he rolled around on his back and just looked at me. what was he doing? then he was crossing the street and i called him back and he came back all the way to me! does he think i won him...please im confused?...

He doesn't think you own him, because cats don't have that concept. But he is certainly used to humans and ready to go to a shelter! Call one today to have him picked up, he sounds really friendly!
Rolling around is a cat's way of being friendly by the way, he wanted you to stroke him. Coming back across the road to you he was probably either hoping for a meal or a cuddle! Get him to a shelter so he can find a nice home, he sounds like a great cat.

Cat's roll on their backs when they're friendly and want attention. It sound as though he's already getting used to you, trusts you, and doesn't think you'll hurt him. That he came when you called is a very good sign.That's not the kind of thing I've heard of a feral or completely wild cat doing with a person.
Although he's a stray, he may be someone's pet. If you look at his backside and he's fixed, and/or he lets you pet or approach him without hissing, growling, or slinking away, he really may be a pet. He may already be accustomed to people.
I understand your concern. Unfortunately, some people let their pets wander. He could get hit by a car, get into poison, into fights, catch rabies or other diseases, or end up in bad condition. If his fur looks dirty or unhealthy, and he's generally unhealthy or thin, he might have been abandoned.

Sounds like the cat is already pretty friendly. Maybe you should get him to a shelter in order to save him from being a stray. There are many places that you can call for help and assistance and if he gets to a shelter, they most likely will work with him to make sure he is friendly enough for adoption. Check on the internet for local places that may be able to help catch him and if he comes to you, you can get him for someone to pick up.

To reply to Chalice, cats do have somewhat that concept. Only they think of their owner as their "master" or "leader" or maybe "a mother or father" and they are supposed to care of their leader. And when you pet them, they think your grooming them like another cat might do.
If you love the cat, keep it, but maybe keep it outside so your dog doesn't get upset. Even if its an outside only cat make sure to give it shots and flea medicine, and get it spayed/neutered still.

The cat want u to adopt him but not really trust u yet. Someday if ur keeping the effort steady, he'll be ur cat.

First of all you dont own the cat, the cat owns you, that is how they think, it sounds like he likes you, you may want to consider keeping him (if you like him and your parents say its ok)
