it does help reduce static... HOWEVER it may still not go through because the plastic bag doesnt let the machine get a "full" read of the strip causing missing info (most often the security codes built into the strip) which may cause the issuing company to decline the card...

What I was told when I worked as a cashier is that the plastic bag helps reduce the static that builds up on the card that makes it not readable to the machine.

I think it wipes the goof/dust out of the card readers electronic eyeball that reads your credit card magnetic strip.
