My two year old son loves books so we always carry a range of books with us and they keep him quiet for the entire journey usually!
Or maybe some small, quiet toys. Cars/trains etc

If your kid is fond of reading books, you can buy her a book which comes with audio cd, thats what we do with our duaghetr, we hand her the book and play the audio CD , so she can go throught the book, look at pictures and hear story.
i'm not a big fan of wtaching TV so my daughter too doesn't watches TV, therefore DVD player is a big NO NO in my car, u can also give them one of those poratble take along trays and she can color or keep small toys like something which sings and does something funny or toys which can open , you know actually empty water bottles do wonders , just ask them to close the lid and they'll be so busy for hours.

Talk, sing, practice animal sounds, point at things outside the window, play a children's song CD, etc. My 2 1/2 year old daughter gets in the car and wants her baby music on.

The best investment i ever made was an art desk for the car. It straps onto the front seat, then folds down onto their lap in the back seat. It has deep holders for crayons/markers, etc so they dont fall when driving, and you can buy a roll of paper for it so they just pull the paper when they need more drawing area. My son loves to draw, and i get him stickers, etc, and he is entertained for at least 2 hours.

We just bought a portable DVD player, and our 2 yr old son LOVES it. Also, books, favorite toys, etc. I don't know if you are taking a long road trip or anthing, but make sure that at reststops or when you grab something to eat that you let your little one RUN around and burn off some energy on long rides.

My daughter loves books but also i get one of my new make up bags and i put in there some of those shampoos conditioners or lotions in there and maybe a lipgloss with the lid tightly on. I make sure she can't get into them easily. BUt it keeps her busy for a long time
