You should definately tell someone who could help you with this.
A guidance counsellor will know that cutting is very different from being suicidal and may not be under mandatory notification laws ie. would not be legally bound to report it, so he wouldn't. I know in Australia we are not obliged to report self harming (cutting) so this information is still under confidentiality laws unless the cutting is with intent to suicide.
I would suggest ringing up one of the telephone counselling services in your area and talking to them about it first. Even if it is to just ask about the laws in your state as far as guidance counselors go.
Another way to go about it is to talk to your guidance counsellor and ask him "If someone told you he was cutting would you have to report it?" That way the counsellor can tell you what his policy is on this. It also lets your counsellor know what is going on without saying "I am cutting". Therefore, he doesn't need to report it (if that is the policy in your area/school), but he still knows the information so he can help you with it. It's a little bit of a trick to get around any laws, if they are in place.
So, what would happen once he knows this info? He would talk to you about the circumstances surrounding your cutting, how you feel and what you are using it for. Then you can work together to work out different things you could do to help those circumstances and feelings. To find out what works for you so that you feel better.
One trick you can use in the meantime, when you get those feelings, put a rubberband on your wrist and pull it out, let it go. Snap! Yeah it hurts. It gives you that endorphin rush without the cuts.

Would you be telling the truth, or lying to get attention?
If the former, you should. They might be able to get help for you.
If the latter, you would get attention for a while until somebody caught on, and then you'd get in trouble.
