Weve tried to give her hard and soft dog food and even treats and she wont eat them. Her throwup is green like vile

If you just got her a couple days ago it could be nerves. She's in a new place with new people, she's afraid and/or nervous. However, a new pet should always be taken to the vet within a few days time after bringing them home.

its green because it's bile. which is what you throw up when there's nothing in its stomach.
it could be that it's nervous or too young.
but it's important that you get the dog to a vet. big problem or small, the dog is not eating. it could get very sick if it doesnt eat soon. or die. sorry i had to say that. but ya doc now!

She's probably severely dehydrated. The vet will most likely give her an IV with saline solution to get her electolytes back up.

she could have parvo. but you can try some pepto and pedialite. if that doesnt help then she will need to see the vet
