My English teacher, a Japanese says that (1) is correct, but I think it should be (2). Tell me which is correct. Thank you.

(1) I'd like to propose our city to do a dance festival.
(2) I'd like to propose that our city should do a dance festival.

'propse' in number one means : 'ask' our city to do the festival.

'propose' in number two means: to 'suggest 'our city as a tool to do a dance festival.

the difference is in syntax, and therefore; a difference in semantics.

Neither are correct but #2 is closest.

I'd like to propose that our city hold/host/have/ a dance festival.

I think that grammatically they might both be correct, but number 2 is the more common and accepted usage.

Number two is closer to what a native speaker will say, buy anyone who understands English well will comprehend number one as well.

the 1st is right. The "of" isn't mandatory as this "50 meters extensive" is an adjective word and does no longer would desire to be linked to the changed noun with a preposition. you should rearrange the words to get "a 50 meter extensive street" additionally. observe the dropped "s" in "meters" as that's now performing as an adjective and, for this reason, needs to be singular.
