I live in the USA and am planning to go to Mexica to get married. My fiancee is from Africa. If we were married in Mexico would i be able to bring him into the USA?

If you are a citizen of the U.S., yes.

If not, no.

At least, not legally.

As long as you're a citizen or permanent resident, you could sponsor him for a green card. If you have some other visa class, then you could probably bring him in as a dependent, but he probably wouldn't be allowed to work.

Even if you are a US citizen, no. He needs to get a visa. He can get one now as your fiance, or you can wait and apply for one after you are married. He will just need one before he is allowed into the country.
