The doughy edges of the perogies shouldn't hurt him. If your perogies filling had onion in them that may make him a little sick.
I wouldn't put milk in his food unless you get the KMR (kitten milk replacement) formula, even though he is a little old for it. Cats don't digest milk easily.
Is it all canned food he rejects? Try a different flavor or brand but limit the seafood varieties because they are high in phosphorus. When changing foods, do it gradually.
Instead of milk, try putting a little water in it to make it mushy or soupy. I use filtered/bottled water in my cats wet food, not the tap water...I don't drink the tap water, so I don't expect them to. Since I have been doing this, they eat much better, I don't have as much waste--they don't reject the leftovers because it doesn't dry out as quickly--and they aren't vomiting nearly as much! I have 4 ranging in age from 16 yo to 7 yo.
Another idea, I did this for my kitty that was in renal failure to entice her to eat...sprinkle just a pinch of catnip on his food and see if that gets his attention!
Also, here is a good website about cat nutrition. Very interesting and informative reading!
Purrs for you and kitten.

It's just a pasta, so he's ok. The filling may be too spicy, depending on how much pepper was used. Not good for kitten's stomachs.
You don't need to add milk, that gives a lot of cats the runs. I'd add maybe a little water to the canned food if the food is too solid. This will make it looser and he can lap at it if he likes.

The perogies shouldnt hurt him. If they react on him, more than likely he will be visiting his litter box often, or throwing up.
If he is not eating his cat food, it may be because he does not like it or it makes him sick. Try a different one. Are you feeding him adult cat wet food? try buying some kitten food. the dry kind. I used to warm up the milk, mix it with the food, and make it a little mushy. easier on little teeth.
My cats have a continuous supply of dry food, and only get wet food in the morning. Ive done this with all my cats since their birth (all the cats ive had) and they are healthy and happy like that.
IMPORTANT! if you do change his food, do it slowly, first by integrating the foods together a little at a time. otherwise, he will get super sick. he has a tender little tummy. dont want to upset it.

Your kitten has good tastes ;-) (Pierogi are Polish dumplings. Dough filled with potatoes, cheese, mushrooms...about anything. They can be boiled, deep fried or sauteed in butter and onions.)
The pierogi won't hurt him, but make sure it doesn't become a habit. Cats need diets high in protein and very low in carbohydrates. Anything else will result in them becoming overweight, malnourished and perhaps even diabetic.
Cats are lactose intolerant, and therefore really shouldn't be given much cow's milk!
Some cats, for whatever reason, either are very picky with their wet food or hate it altogether. I'm not convinced putting milk in the food would change that. You might just have to buy a bunch of different kinds of wet food and monitor which ones he eats and which he hates.

The pirogi dough won't hurt him and some of the filling wouldn't either. With kittens small bites of MOST human food (not junk food, chips and such) won't do harm.
Also a drop or two or milk probably won't do harm and you need to go easy on that too. Some, not all, cats are lactose intolerant and milk can really upset the applecart.
Canned food is certainly best for him. Do invest in some Natural Balance, Wellness, CA Natural, Felidae though. Grocery store canned is not made with quality meat and has lots of articial stuff in it. The ones mentioned are good meat and sometimes a few vegetables.

I dont have a clue what perogies are???
If he isnt eating his wet food, I wouldnt risk upsetting his tummy by adding cows milk. Cats milk (as in made for and not from!) is a better idea if you are going to do it!
* Seriously! What are perogies? Dont just thumb me down - explain!!!!!

He will be fine.My own cat is actually quite fond of pizza as I found out last month!Like yours he just ate the edge of it.As for the milk you can buy special cat milk, but a little bit of normal milk(a drop or two) is also okay.Perogies are delicious though. He has got good taste at least! And for those who don't know what they are, they are Polish dumplings filled with esentially whatever you want!Cheese, meat, vegetables, fruit, whatever!Try 'em.

I'm sorry, but what are 'perogies'?
I'd like to help but don't understand one of the words you're using - is it fair to give a thumbs down for that?
