Not a lot of detail in your question, but ...
There are "program generators," but I don't think that's what you're really looking for. Assuming that you want to learn how to write programs...
In general, you can learn programming by one or more of the following:
(1) Pick up "Programming For Dummies" book. It's a good introduction to computer programming in general.
(2) Take an "Introduction to Programming" class at your local junior college (or high school, if you 're still in H.S.).
(3) Look around on the web for free online tutorials. There are many available. You will need to have an idea of what type of programming you want to do -- and what language(s) you want to learn.
(4) Find a friend who is "in the biz" and hang around him/her.

Go to college, take computer science, get at least a BS degree or else it will be hard to find a job.
If you are just looking for a free introduction then load a machine up with Linux ( Fedora etc) and be sure to install the development tools. There are C programming and build tools there under GNU license. There are plenty of books and forums dedicated to help out along the way.

First, find a hard pencil and a mushy surface . . . ;)
Seriously, though, you don't say what kind of software you want to write, what system/platform/operating system you intend on using, etc, etc, etc.
You can't learn martial arts or how to drive by mail,
so without detailed information as to what you want to do,
there is no way anybody can answer your question.
Go to your local library for basic information,
then take a high school, adult, cooperative extension,
college, or other general programming course
that may be available in your area.

Go to http://java.sun.com/. You can download all you need to start writing code in Java. They also have an extensive library of how to's and sample code. Good luck and have fun.
