Generally you can't gain access to this info unless there was a crime committed in which case someone else would find out and persecute.

Your personal business? Sounds like fun.

Mexican car? Do you mean a car with Mexican license plates? Cause that could be an American car driven by mexican citizens. Once we get past the racist implecations, let's try to help you track this car down.
Try a few sites
http://www.dmv.org/: Does a complete search for licenses, license plates and other driving-related searches in the US.

This website claims to be able to provide driving records of people from foreign countries:http://www.abika.com/Reports/VehicleDrivingRecords.htm.

Try those two sites and hopefully you can use them!

Not fairly, no means of knowing the place it is, and you are not able to do this kind of search legally. To not point out in the event you observed it, how are you supposed to get it again? Quite a few men and women i do know (myself included), wouldn't give up their traditional automobiles for any amount of money, an older car that you just work on, repair, and experience using turns into a part of the household.

The above answer will likely work..

A more direct but a bit more risky too.. would be to contact a mexican policeman and ask if he would do it for you (and ask him what the charge is - then give him $50 and don't ask for change. You would spend at least that much in your time and chasing down activities.. so its a good gamble.

Call in your markers with the police and have them run the plate.

Well, you can try researching Mexico's government, and see if they have an office like our secretary of state or automotive regulation office and see if you can trace it threw them, it may cost you a few dollars.
