It comes from the fact that they are your mother and father only by law not by blood.

Because I so greatly dislike and distrust them, I like to think the term refers to the FACT that I chose my wonderful, intelligent, loving, sexy husband who was legally connected to some unwanted baggage, which, by law I was obligated to love and entertain for the rest of my life. Fortunately, I hear other people have different experiences with their in-laws which might prescribe a different interpretation.
