You don't have to tell him his breath stinks but you can offer him breath mints without being rude about it.
As to the sweaty B.O., try starting a conversation about how warm it is outside and how a guy can really work up a sweat by being outside - if the guy isn't a total idiot or a self-centered jerk he should get the message.

Can't you just put some kind of aromatherapy machine between your desk and his? Maybe if you put enough of them up he'll get the hint! Like a wall of glade scents or something. I don't think there is any nice way to discuss this. Good luck with it though, I'd hate to be in your place.

You should actually talk to your boss or HR about this issue. I'm sure you are not the only person who is bothered by his breath and body odor. I had this happen at a previous employment and when I talked to HR about it, they told me I wasn't the only person who was bothered. HR spoke to the person and problem solved. You shouldn't have to work in that type of environment. People are responsible for keeping good hygeine at work.

Explain in confidence to your supervisor what the problem is. Ask to have your desk moved farther away. If he says no for some reason, then tell him either he or Human Resources needs to talk to the guy.

Buy him a pack of mouthwash and a deo spray. Put it on his desk before he arrives in the morning so that he is not aware you did it.
This should get the message across in a harmless way.

Give him a gift basket with Soap, Shampoo, Cologne, tooth brush, tooth paste, gum, Lysol and a little pine tree that you hang from your rear view mirror. He'll probably get the hint.

My sympathies to you! I once had the very same situation only with some very strong perfume. One option is while he is away, lay a breath mint and a stick of deodorant on his desk!!!

Does he have a birthday coming up?
Christmas isn't too far away either.
Maybe get him a mans toiletries set as a gift?
Lynx do good ones, consisting of body sprays and shower gels etc.

This sounds like a job for your boss or the Human Resources department to deal with.
