One response that might work for you:
"Wow, thank you for telling me, you mean alot to me, too and I have fun being with you,"
If necessary you can reiterate:
"You mean alot to me, but I can't say I love you back right now."
If you feel you need to provide some kind of explanation, you might try saying something like, "I know I like you alot, but I can't say I love you now because I'm not sure. Love isn't a feeling a person can choose to have, or something anyone can make happen, but it's great when it does happen."
...and let the person know all the right things he is doing.
If he really tries to force you to make a decision, just repeat that love is not a feeling a person can choose or force, and if he feels like you must love him back right now, maybe you two should not be together.
You may also point out that if he forces you to say "I love you" to him when you don't feel it, it would be lying, and does he want the person he loves to lie to him...
If he's mature, just the simple, "Wow, thank you for telling me, you mean alot to me, too and I have fun being with you," should suffice and take the topic in a normal direction.

⥠No you should not say I love you if you dont mean it or if you are unsure! Tell him thank you. [[After all it is wonderful to have another person love you!]] If he questions you then tell him that you are not ready to say those 3 words yet. Nah, don't say it back especially if you don't mean it. That would cause tons of problems in the long run. What you should do is let him know that you're still trying to get to know him. You are still with him so you must be right?

I don't think you should. I experienced the same thing. I would just say "I know" and just joke around to ease the situation. Tell him how you feel, so you won't lead him on.

No. If you thinks he really means it then you could say something like, "I really care about you a lot" and let him know that you aren't rejecting his declaration, but waiting to respond until you can really mean it.
