In most cases driving fines go with the driver's license, so technically no, you don't need to pay driving fines when you sell the car. However, when you license expires, you won't be able to renew it unless you pain the fines.

Fines such as parking tickets typically go with the vehicle you're selling. If you have parking tickets, they may show up when the buyer tries to register the car. It won't make the buyer happy if you've got parking fines and he finds out that way. If he does register the car and the parking fines don't show up, he may eventually have to pay for your fines. All depends on how through the state is when title is transfered.

No, you just sign the paperwork and get the money from the buyer, BUT when they go to register the car, they'll not be able to do it and they'll come back to you being really upset. So, pay the fines before you sell.
