It goes way back before any of the current run of so-called dumb blondes. We have seen them portrayed in that fashion for many generations now and possibly even back into the dark ages before television and music videos.
It isn't particularly a put-down of blondes in general but more a silly stereotype like the one that says gay guys all talk with a lisp. But bottom line is since attributing the dumb or lisp thing to anyone other than a true lisper or dumb blonde isn't fair. And telling those jokes is often a source of offence being taken.

Being blond is linked with being youthful, and for this reason harmless and dumb. this is linked with being youthful because of the fact multiple teenagers have easy hair, yet whilst they advance older it gets darker. there are particular celebrities who've helped the stereotype, yet that's the unique reason. ^

I think it started when 'peroxide blondes' first came out,and the type of girl who would dye her hair then wasn't exactly in the top drawer!! After that I think it was blonde bubblehead celebrities.
