My mother obtained her Permanent Resident status in 1963 for Canada. She moved back to Europe after 2 years. Is her status still valid? Can she still move back without the immigration process?

nope, it's no longer valid. permanent residency is only valid for 5 years, after that you have to renew it. since she left after only 2 years of staying in Canada, she didn't meet the residency requirements.

No. As soon as she moved out of the country, she was no longer classifiable as a Landed Immigrant. She will have to start the process from scratch.

her PR card will have expired Long ago
ask at your nearest Canadian embassy or consulate as to the procedure to re enter
