what are the equipment you use for a high voltage test, please list the steps taken during this operation

I believe you mean a hi-pot test. We used to do those for equip that needed to meet UL requirements for its certification.

You need to have a current-limited source that is 1000 volts higher than twice the line voltage of the equipment (like 1500V for a 240V device).

You need to tie together the points that would be subject to voltage at the same time and put the high voltage on while watching the current flow.
