um, maybe someone who isn't very nice? it means that the person wishes that the ring you gave them was fake, cause generally fake rings / rings made of cheap metal cause the finger to have a green ring around it when it gets wet..

Probably someone that has problems with that person, is hurt in someway, or is just a very mean person with jealousy issues. I would back away from them as much as posible as they may do things that will make the person they hate look stupid. D:<

Someone that's very jealous! It sounds like something my fiance's ex-wife would say and she's not a good person at all, very petty and small minded. I feel sorry for people like that.
